Scott brings 30-years of experience in national security, supply chain leadership, technology integration, and strategic consulting across defense, government, and commercial sectors. With a proven track record of leading complex organizations and high-impact initiatives, Scott advises government contractors and commercial clients seeking growth in the federal marketplace - particularly across the logistics, IT modernization, and strategic planning domains.
Scott’s career began in the U.S. Air Force, where he ascended to the rank of Colonel (O6) in under 20 years—an exceptional achievement that reflects both his operational leadership and his strategic foresight. Throughout his service, he held command and executive roles across global theaters, including a key deployment during the initial combat operations in Afghanistan where he helped establish critical supply chains supporting U.S. airpower. He also served over a decade in joint assignments and earned recognition as a Joint Qualified Officer (JQO).
His later military roles included senior leadership at the Defense Logistics Agency (DLA), where he served as Military Assistant and Executive Officer to multiple Directors, supporting a $46 billion enterprise across 49 states and 28 foreign countries. His final military assignment was at the Pentagon, advising on F-35 Joint Strike Fighter supply chain policy. An accomplished instructor, he also earned the Air Force Master Instructor badge through multiple teaching tours with the Air Education and Training Command.
Following his retirement, Scott transitioned into senior roles within several defense contracting and consulting firms, where he served as a “catalyst hire” to open new markets, drive growth, and secure major contract awards. As the founder of Hopper Consulting, LLC—a Service-Disabled Veteran-Owned Small Business (SDVOSB)—he now leads engagements that span strategy development, digital modernization, enterprise risk planning, and business development lifecycle support for small and mid-size businesses.
Scott is also a Principal Advisor with Deep Water Point Associates and an active board member and strategic advisor to several high-growth firms. His areas of expertise include M&A planning, valuation strategy, go-to-market advisory, and government partnership development. He is particularly effective in guiding commercial firms and tech startups as they navigate the regulatory, cultural, and strategic nuances of federal procurement.
Scott holds a Bachelor’s in Communication Studies from the University of Connecticut and four Master’s degrees with academic distinction from the University of Oklahoma, Air University, Marine Corps University, and National Defense University. He also holds graduate certificates in Supply Chain & Logistics Technology from Wright State University and the University of North Carolina, and is a certified Project Management Professional (PMP).
A graduate of the DoD’s elite School of Advanced Warfighting, colloquially referred to as “Jedi Knights,” Scott was trained to dissect complex challenges, design tailored solutions, and lead operational transformation at the highest levels of decision-making. This ability—honed through decades of joint and interagency experience—continues to define his impactful leadership in both government-facing and purely commercial roles across several industries.
